摘 要
进入21世纪，世界主要发达国家相继制定和实施国家标准化战略，并将其作为参与全球经济竞争的国家战略。在我国国家标准化战略尚未正式发布的情况下，各�。ㄊ校┑胤秸贾贫ú⑹凳┍拘姓虮曜蓟铰�，其中将发展本行政区域的优势产业作为战略目标之一。地方政府在制定和实施的标准化战略中采取怎样的措施，才能更好地促进区域优势产业的发展，即在区域优势产业发展中标准化战略的有效性，成为政府和学术界关注的问题。
论文运用规范和实证的方法，对研究的问题进行分析研究。首先，以区域优势产业发展相关理论为基�。直鸫颖冉嫌攀坪途赫攀平嵌�，对区域优势产业发展的外部条件进行分析。其次，从标准化的本质出发，研究区域优势产业发展对标准化的内在要求，提出标准化促进区域优势产业发展的两种模式：一是以标准化方法保持比较优势，并将比较优势转化为竞争优势；二是以控制标准提高产业竞争优势。在此基础上，根据政府标准化战略的原则，提出了发展区域优势产业的政府标准化战略措施：
（1）支持优势产业主导和参与国际、国内标准制定，在国际、国内标准中反映本区域产业的技术要求，掌握标准制定的主动权；
（2）促进先进技术转化为技术标准，将区域内优势产业的技术优势转化为标准优势，保持区域产业的竞争优势；
（3）建立标准信息支撑体系等标准化公共服务体系，以公共产品向区域优势产业提供服务。
最后，论文以湖南优势产业——工程机械制造业发展为例，实证分析湖南省政府标准化战略对湖南优势产业发展的作用，验证以上理论分析。

Abstract
In the 21st century, the major developed countries had established standardization strategy acted without exception, which had been acted as national strategy to participate the globe competition. However, the national standardization strategy has not issued by the government, consequently, the local government of province (city) had established and implemented the local standardization strategy, among which, the development of ascendant industry in local administrative region has become the strategic target. What measures should be taken in the establishment and implementation of standardization strategy of the government to promote the development of regional ascendant industry more effectively, that is to say, the validity of implementation of the standardization strategy had been focused by the government and academy.
The canonical and empirical methods were used in this article to analyze and research the issues. Firstly, the research was based on the correlative theory of the development of ascendant industry, the external conditions for the development of the ascendant industry had been analyzed respectively from the aspects of comparative advantage and competitive advantage. Secondly, the internal demand of standardization for the development of ascendant industry had been studied from the nature of standardization, we proposed two modes of standardization by which promoting the development of ascendant industry, the one is using standardization to maintain the comparative advantage and transform the comparative advantage into competitive advantage. The other is to promote the industry competitive advantage by control the standard. On this basis, the strategic measures of the government on standardization to promote the local ascendant industry were proposed according to the principle of the government strategy of standardization.
1 The government should give strong backing to the ascendant industry to play leading role on the formulation of international and domestic standard, the technical demands of regional industry should be embodied in the international and domestic standard, the initiative of the standard formulation should be seized;
2. Promoting the transformation of advanced technique into technical standard, transforming the technical advantage of regional ascendant industry into the advantage of standard, maintaining the competitive advantage of regional industry;
3 Establishing the public standard service system such as standard information support system, providing the service of public products to the regional ascendant industry.
Finally, to validate the above theory analysis, this article took the ascendant industry of Hunan province— the industry of machinery manufacture for example, and empirically analyzed the function of the standardization strategy of Hunan province to promote the development of regional ascendant industry.
